About The L12
The L12 is a diverse collective of community-focused housing associations in London. We are uniquely dedicated to tackling the city’s housing crisis and uplifting its communities.
Our members are deeply embedded in the neighbourhoods they serve, fostering close connections with residents and staying attuned to local challenges and opportunities.
At The L12, we provide support, housing, and care that truly feels like home.
Our primary focus: Building Safety
A significant number of buildings with dangerous cladding are concentrated in urban areas of Greater London.
The L12 is taking action on building safety – we are working with Government and others to ensure buildings with safety issues are fixed as quickly as possible.
There are still buildings in Greater London that haven’t started remediation works yet that urgently need it – this is a grave concern.
The L12’s Vision for Building Safety
The L12 share a vision for decisive action to improve building safety, ensuring residents in social housing can live in safe, secure, and well-managed homes.
The L12 built a fifth of all social rented homes in London over the past decade – we know what our communities and residents need because they’re the communities we live and work in too.
But the building safety issue is particularly acute for The L12 associations, which are vital for the communities we serve, because:

Higher Costs: Building social homes is more costly than building other types of homes, reducing our capacity to fund necessary works.

Increased Exposure: The L12 have collectively built nearly 7,000 affordable homes, leading to greater exposure to these costs compared to other sectors. This is exacerbated by the lack of recourse to the developers who originally built these homes.

Government Commitment: The previous Government did not honour its commitment to roll out the Developers’ Pledge, which would have required second-tier contractors to fund remedial works and barred them from Government-funded contracts if they did not comply. This directly impacted The L12 members, as we predominantly use second-tier contractors to keep build costs low while maintaining high housing quality.

What else is needed?
Continue funding support for community-focussed housing associations

The 2025 Spending Review commitment of £1 billion for social housing building safety remediation was very welcome. It won’t cover every building or every cost — but it sends a clear signal that safety matters.
Ensure pledged funds reaches those managing social homes quickly

Funding to make vital social homes safe will always be welcome, but the access to those funds must come forward promptly so we can put the funds into action and make homes safe quickly.
Ensure funding for remediation reaches all social homes

Some social homes in buildings below 11 metres also need safety remediation work conducted – social homes need to be as safe as possible, regardless of the height of the building they’re in.

Other key focus areas

Building new homes
Higher grant rates for organisations where delivery is wholly in the capital or where more than 50% of rented homes started on site are for social rent versus other rent products such as affordable and London affordable rent.

Regeneration
Grant funding for regeneration and no VAT on works to existing homes.

Care & support services
Care and support commissioning costs to reflect the increase each year in the London Living Wage in order to sustain quality services.
